Target Bets Big On Hemp Beverages With Rollout In These Three States Despite Regulatory Uncertainty

Target is ramping sales of hemp beverages with THC, making it available in over 300 stores across three states.

Customers 21 and older in Florida, Texas, and Illinois will be offered a wide range of brands as part of the rollout, including Cann, Wynk, Trail Magic, Stigma, Gigli, and Daizy’s. The expansion is a test in a “limited number” of retail locations, Target told BevNET.

Last fall, the retail giant began piloting THC-infused beverages in 10 Minneapolis-area stores, only to secure the green light from the Minnesota Office of Cannabis Management to sell lower-potency hemp products in 72 more stores over the next year.

“At Target, we’re always exploring new ways to meet our guests’ evolving preferences, grounded in our merchandising authority and focus on thoughtfully curating a relevant assortment,” according to Target’s spokesperson.

The move comes amid uncertainty after Congress passed legislation that could ban hemp products containing more than 0.4% THC starting Nov. 13, 2026. According to some Industry sources, Target could discount remaining THC inventory in October in a scenario where no regulatory fix is reached before the federal deadline.

Target’s push to expand its hemp business comes despite ongoing uncertainty surrounding the rollout of new regulations, but it doesn’t come as a surprise, as the company’s full-year net sales dropped 1.7% to $104.8 billion in 2025, according to its SEC 8-K filing. This approach could be viewed as a broader effort to restore customer traffic.

The Street’s Nina Zdinjak recently pointed out a recent NuggMD poll that found 50.5% of cannabis consumers would likely shop at Target more often if these THC beverages were available.

Target is not an isolated case either. Sprouts Farmers Market, Circle K, and Breakthru Beverage Group have all recently expanded into the THC beverage category in states where hemp-derived THC products remain legal.
